Richard Coudenhove Kalergi (1894-1972) was the architect of the EU Master Plan, for European integration and founder of the Pan European Movement in 1923 in Vienna.
In his view, European integration was the first step in creating a world government led by the US. From the outset he garnered support from Czech, Austrian and French politicians and the American banker Max Warburg invested in it.
After World War II Kalergi won the support of Churchill and had his EU Master Plan accepted by the US Government. Allen Dulles, the first director of the newly created CIA, undertook to progress and complete the project.
